40s 2023 Super Regionals Game Play Rules


All teams need to be ready to play 15mins before scheduled game times. Only exception is when teams are playing back to back on a different field. Please have entire team ready for play in case we start early. 


NCS Player Classifications will be used 1st. If a player is not classed by NCS we will use the highest classification found using ssusa, utrip, nsa, spa. Up to 3 year look back. Player Classifications are fluid. Changes made by regional director can be made at any time. (Mistakes are made, changes may be made the moment the mistake is found)

NO RUN RULE

FLIP FLOP RULE-

VISITING TEAM IS WINNING BY 10 RUNS OR MORE, THEY BECOME HOME TEAM AND HOME TEAM HITS FIRST IN BUFFET INNING. 

Undefeated team is automatically home for championship game. If games we flip. 


3 pinch runners per inning 

Pinch runner may run multiple times in the same inning. 

Pinch runner can not be subbed for any reason. If Pinch runner is caught on base he becomes an out, and comes to hit. 


Pitching Screens are optional 

Screens are provided by director

(please bring your own just in case) 4x7 screens only


Decision to use screen or not is made at coin flip. Teams can add screen or remove screen 1 time during the game. A pitching change must be made to add or remove or screen change is done at the beginning of an inning in order to remove or add screen. 


NO ALCOHOL OR SMOKING IS ALLOWED INSIDE PARK


Pitcher using the screen has to toe the rubber. Cannot move screen after inning starts. Screen has to be clearly touching front rubber. 


Pitcher CANNOT field any ground balls or linedrives. They can however field obvious pop flies. 


If a pitcher touches a ground ball or linedrive on purpose or not, it is a dead ball, all runners move up 1 base and batter goes to first. 


Pitcher not using the screen. Pitcher must wear protective head gear. Pitcher may use second rubber.  


Pitcher must present the ball, make one fluid motion back and forth and release ball. Zero pump faking, deception, hiding the ball, hesitation, etc... any deviation will result in umpire calling a ball. 


Pitcher has 8 seconds to pitch once the batter has entered the box. Not doing so, can result in a ball. Batter has 8 seconds to get in box once pitcher has toed the rubber. Not doing so can result in a strike being called. Keep the pace of play moving.

APPEAL PROCESS 

APPEALS MUST BE DONE WITHIN 20MINS OF GAME STARTING OR BY END OR 3RD INNING, WHICHEVER COMES FIRST.

PLAYER CLASSIFICATION

PLAYER IN QUESTION MUST SHOW PROOF FROM SSUSA AND/OR UTRIP THEIR CLASSIFICATION UP TO THE LAST 3 YEARS. IF PLAYER IN QUESTION HAS A CURRENT LEGAL PLAYER RATING FOR THE LAST 3 YEARS, HE WILL BE DEEMED LEGAL. IF PLAYER DOES NOT MEET LEGAL PLAYER CLASSIFICATION, LEGAL TEAMS COACH AND DIRECTOR WILL DISCUSS OPTIONS.

ANY PLAYER ARGUING CALLS WITH AN UMPIRE IS SUBJECT TO EJECTION. THE COACH AND ONLY THE COACH SHOULD CALMLY AND RESPECTFULLY SPEAK TO THE UMPIRE ABOUT A CALL MADE ON THE FIELD. ZERO TOLERANCE FOR FIGHTING, USING FOUL LANGUAGE TOWARDS OPPOSING TEAM'S OR UMPIRES. THIS INCLUDES MUSIC. ONLY PLAY MUSIC FOR YOUR DUGOUT ONLY. DO NOT PLAY MUSIC LOUD FOR THE ENTIRE FIELD CAN HEAR IT. 


UMPIRES SHOULD ONLY USE HOME BOOK IF THE UMPIRE IS UNSURE OF SCORE/HR COUNT. IF NO BOOK IS AVAILABLE, THE UMP WILL GO BY HIS/HER COUNT.
