POOL GAMES:  Finish The Batter.
BRACKET GAMES:  No new inning after the complete time limit has expired. No 5 minute grace period to end the game early.

Game Clock starts at the conclusion of the plate meeting. No Drop Dead Time.  Teams should be ready to play 15 minutes prior to game time.  All games must start at their scheduled times unless otherwise approved by one of the tournament directors.

  2. PAYMENT SUBMISSION:

    1. All though Payments Are Due by Monday Before the Day of The Event, all NCS tournaments are first pay/first play. 

    2. Your entry into an event is not complete until you have paid the team entry fee. 

    3. The division may sell out prior to the payment deadline. 

    4. The number of available spots in a division may fluctuate depending on the needs of all divisions that share the same field size.

  1.  SCHEDULE REQUEST:

    1. Teams must be prepared to play from Friday evening until Sunday evening.  

    2. All teams must be ready and available to begin pool play Friday at 6pm and/or Saturday at 8:00 am unless otherwise requested.

    3. Please submit all schedule requests using the schedule request tab on the event menu. 

    4. We will take a schedule request until Tuesday evening prior to the event. 

    5. You can block out a 4 hour block on Friday or Saturday that you cannot play only!

    6. Schedule requests that are more restrictive than a 4 hour "no play" block will be difficult to accommodate but we will do our best.

    7. Example of a schedule request we will accept: “We cannot play between 8am and 12pm on Saturday.”

    8. Example of a schedule request that we will have trouble accommodating: “We cannot play before 4pm.”

    9. Remember, this is just a request not a guarantee but we will do our best to accommodate your request.

  2. PLAYER ROSTERS AND PARENT'S WAIVERS:
    You will need the following Player's Information:

    1. Player's Full Name

    2. Player's Date of Birth

    3. Parent's Full Name

    4. Parent's Email Address

All coaches are responsible to fill out an online roster with all the player’s information and approved online by the player's parents prior to the start of the first game.
Online Rosters are available until and will be frozen at 12 midnight the night before the tournament. Please submit your online rosters as soon as possible.
Please don’t forget to fill out your Player Roster online.

  1. PLAYER’S ELIGIBILITY:

    1. ELIGIBLE AGE:  

      1. All Baseball Tournaments age divisions up to 18U will use the May 1st age cutoff date. 

      2. To determine your team's age, is determined by your oldest player's age as of April 30th of the current season year.  

      3. Players participating in a given division cannot turn the next age before May 1st of the current season year. 

      4. Example: A player in the 10U division cannot turn 11 before May 1st of the current season or he is too old for that division and must play in the 11U division.

      5. Players may play up (no more than two age divisions) but not play down in age.
        All Coaches &/or Parents must have proof of the player's age with them at all times in case of a protest.

    2. ELIGIBLE TO PLAY BRACKET GAMES:
      A Player can play in Bracket Games only if one of the following has occurred:

      1. The player has been entered on the online player team roster (Back Office or Public).***Best & Safest Way***

      2. The player is on a Temporarily Team Roster Form and was submitted before the start of the first game.

      3. The player must have played at least one pool game and on the official umpire’s lineup card and not listed as a substitute.

  3. NO OUTSIDE FOOD AND/OR COOLERS

    1. No Outside Food &/Or Drinks are allowed into the tournament complex.

    2. No Ice Chests are allowed into the tournament complex.

    3. No Sunflower Seeds are allowed to eat inside the tournament complex.

    4. As much as we would like to allow it, we have tried to do so in the past and it has gotten out of hand.  

    5. However, players are allowed to take one personal jug or container in with them.  Must be the player and not the parent.

  4. BEHAVIOR AT THE EVENTS:
    NCS has a zero tolerance policy towards disrespectful and adverse behavior. Any fan, parent, player or coach will be ejected from the event for adverse behavior towards a tournament official and/or umpire.

  5. RAIN-OUT, TOURNAMENT CANCELLATION, TEAM CANCELLATION, AND REFUND POLICY:

    1. RAIN-OUT & TOURNAMENT CANCELLATION POLICY:

      1. Every effort will be made to complete an event already in progress if possible.

      2. Schedules may be changed, games & events may be shortened, in order to complete the event if possible.

      3. In the event of a tournament being canceled because of weather or any other unpreventable occurrence, teams will be issued a credit towards a future event.

      4. In the event of rain canceling an event already in progress or if an event/division is completely canceled a team will receive credit based on the number of games played.

        1. No games played, a full credit of entry fee for a future event.

        2. One game played, 2/3 credit of entry fee for a future event.

        3. Two games played, 1/3 credit of entry fee for a future event.

        4. Three games played, no credit will be issued.

All credits must be used with the same director of the canceled event and are not transferable to another area, region or director.

  1. TEAM CANCELLATIONS & REFUND POLICY:

    1. Teams canceling or dropping out of any event, regardless of their reason to drop out, must notify the event director in writing via email &/or text message, not via phone.

    2. 1, 2 & 3 Day Events:

      1. If notification is prior to 14 days of the event date, a full credit for a future event will be given.

      2. If notification is between 7 to 14 days before the event date, 50 percent of the team fees will be credited for a future event.

      3. If notification is fewer than 7 days before the event date, no credit will be given.

    3. Regionals, NIT's, State Championships: 

      1. Deadline to cancel is 21 Business Days prior to the event date..

    4. World Series Events:

      1. Entry fees or deposits are non-refundable at any time for any reason & will be forfeited should a team drop out from a World Series event. Unfortunately, there are no exceptions.

      2. Notice of the team that wants to drop out of an event they have entered must be given by the team manager or the business manager of the team.

      3. If a team drops out of an event, past the cancellation deadline, the team will forfeit in full their team entry fee. NO EXCEPTIONS.

      4. No drops will be accepted once a division is "Sold Out" at any time. Any team dropping out before the deadline will receive a full credit for a future event.

Note: Credits are at the sole discretion of the director and are awarded normally under only the most severe circumstances on a team to team basis. In the event that a team is given a future team credit that credit must be used by same team (no exceptions) **Any and all entry fee credits must be used within the same current season (which they are granted) or within 90 calendar days, whichever comes first, otherwise the credit becomes void. Credits must also be used by the same team (non-transferable) and with the same event director that you were originally scheduled to play with.  *Credit Card Processing fees are not refundable as we do not receive them when you submit payment with a credit card.

    2. METAL CLEATS ALLOWED:

      1. No metal cleats in teams 12u and under..

      2. No metal on portable turf mounds.

      3. No metal on any turf fields &/or surfaces.

      4. No metal cleats are allowed at any of the following facilities:

        1. All & Any of McAllen Sports Facilities.

        2. McAllen Youth  Baseball Complex

        3. McAllen Municipal Park

        4. McAllen Westside Park

        5. McAllen Los Encinos Park.

        6. Portland Municipal Park

        7. Portland Sports Complex

    3. TEAM LINE-UP CARD:

      1. Team Line-Up Card must be turned in to Home Plate Umpire at or before Home Plate meeting before the beginning of each game. 

      2. All players participating in the game must be entered on an official team line-up card to be eligible to participate in the game.

      3. Any player arriving after the start of a game must be listed on the official team line-up card that was turned in to the umpires prior to the start of the game. 

      4. Any late player may be added to the official team line-up card at any time during the course of the game. However, they must be added before they are eligible to play.  

      5. PENALTY:  

        1. (Batting), the player will be called out and must be added to the official line-up card. 

        2. (Defense), No penalty and must be added to the official line-up card.

    4. TIE GAMES:

      1. Pool Play: TIE stands

      2. Bracket Play & Championship Games: NCS Tie-Breaker

        1. 1st inning, loaded bases with the last 3 batters. No outs.

        2. 2nd inning, loaded bases with the last 3 batters. 1 out.

        3. 3rd+ innings, loaded bases with the last 3 batters. 2 outs.

        4. Never touch the batter’s count.

    5. MERCY RUN RULES:

      1. (5u-8u):

        1. No Mercy Run Rule

        2. No mathematical calculation to end a game early.

      2. (9u-18u):

        1. 15 runs after 3 complete innings of play.

        2. 10 runs after 4 complete innings of play.

    6. BAT WEIGHT RESTRICTIONS:

      1. All Wood and/or Non-Wood Bats stamped with any of the following:
        (BBCOR .50), (USSSA 1.15 BPF), (USA Baseball).

      2. 5u-12u: (No weight restrictions)

      3. 13u: (-8 max)

      4. 14u: (-5 max)

      5. 15u-18u: (-3 max)

    7. INTENTIONAL WALKS:

      1. May be announced by the manager in all (9u-18u) divisions.

      2. No pitches are necessary.

    8. HOME TEAM:

      1. Coin Flip in all Pool Play games.

      2. Single Elimination Bracket Play Games:

        1. High Seed chooses (Home/Visitor) in all Single Elimination Bracket Play Games INCLUDING the Championship Game.

      3. Double Elimination Bracket Play Games:

        1. High Seed chooses (Home/Visitor) in all Double Elimination Bracket Play games EXCEPT the Championship Game.

        2. The undefeated team chooses (Home/Visitor) in the Championship Game. Coin-flip for any “IF” Games. 

    9. OFFICIAL SCOREKEEPER:

      1. Home team must keep an official score book.

      2. Visitor team keeps an official score book if Home team doesn’t have one.

      3. Umpire(s) keeps official score if neither team is keeping an official scorebook.

      4. All teams go to home plate umpire with all changes.

    10. (5u-6u) T-BALL, (7u-8u) COACH PITCH , and (8u) KID PITCH RULES:

      1. NATIONAL BASEBALL RULES APPLIES WITH THE FOLLOWING EXCEPTIONS:

      2. Teams DO NOT need to bat roster.

      3. Teams can play with 8 players. 

      4. Only the 9th player will be called out. 

      5. 10th player is not called out.

    11. (5u-6u) T-BALL

      1. AT BAT: 

        1. 3 swings per plate appearance. 

        2. Any batter who does not put a ball in play after 3 swings will be declared out. 

        3. Any batted ball must leave the ten-foot semi-circle to be declared a fair ball

        4. 5 Runs Max Per Inning on innings (1-3)

        5. Unlimited Runs on the 4th and after innings.

        6. No Mathematical Calculation to end a game early.

        7. No Mercy Rule.

        8. No Infield Fly Rule.

        9. The battermay not size up after it has been placed on the tee. 

        10. The battermust wait for the verbal “batter bat” to swing

        11. The pitcher must maintain contact with rubber until batter swings

    12. (7u-8u) COACH PITCH

      1. AT BAT:6 pitches or 3 swinging strikes not ending on a foul ball.

      2. 7 Runs Max Per Inning on innings (1-3).

      3. Unlimited Runs on the 4th and after innings.

      4. No Mathematical Calculation to end a game early.

      5. No Mercy Rule.

      6. No Bunting Allowed.

      7. No Infield Fly Rule.

      8. No Lead-offs and/or No Stealing Bases.

      9. Intentional Walks are only permitted once per player per game.

      10. Courtesy Runner for catcher is allowed.
